I'm not quite sure if I'm following you, but, in any case, it's fine for playing pre-made quests with a GM balancing things out in real time. However, solo-play is where the game system truly shines in my humble opinion (that's the best part—and a true gem—if you ask me), so if you're playing solo (or GM-less), you'll need to come up with a system like mine, which you're welcome to try. Personally, I've been having a blast with the game playing solo all these years—I've never played it otherwise, actually. I guess it'd be a pain for everyone involved since I like taking long pauses to explore variations of the positions and what-if scenarios.

And they remember many of the events, not for the rules - but the rolls, the scrapes, the suprises and the victories!
HQ has been as much fun as I remember.
One of my brothers wants me to bring it down to GM for him and his daughters!
When it runs out I want to take my grandson and girlfriend on the AHQ journey - and I never let a rule get in the way of fun.
