No. I don't imagine it would be a reliance, as that would put people off purchasing if they needed to buy something else as well just to play. Proxies from the base game are always readily available. A Gargoyle with special abilities could just as easily be represented with the standard Gargoyle, but it's nice for effect to use a different original figure for a different original character. There are now a few different Gargoyles available such as in the Mythic Tier and PoT. But people with only First Light who buy a sequel may not have, or want access to, other sets. This would make a nice addition if the player wanted it.
This is all hypothetical of course, but the principle is still pertinent.
