No, it's not official until Hasbro/Avalon Hill publish it. Stephen has just suggested you the stats for the villain, while the room B note was modified by you 20 years ago (changing the teleport destination from room A to room C).
The real C note is still missing in my opinion. X letter was usually used to indicate a special point on the map, not standard A-B-C-D notes. I guess if Stephen wanted to teleport the Hero from room B to C he would have used an X instead of a C.
