How many daggers can a hero carry at one time?

There’s no actual rule.
Only Hero who usually uses daggers is the Wizard. I generally let him carry 10 into a Quest. Gives him more flexibility.

As many as they can afford! I don't use limited carrying capacity. The gold in the game is finite and daggers are single use if thrown anyway for 1 die, so I don't consider it a dangerous loophole to make it unlimited.
