Black shields are evil... I don't like them to have, ever, a positive effect for the Hero's.

From my point of view, there are two things to consider:
Balance between your Heroes - who gets stronger who gets weaker? And then, is it intended? Do you care? (Some do not care because they use a lot of self made heroes)

And second thing, if you implement a paralysis ability in your Heroes: which Monster is affected the strongest, which the least?

You don't want your final end boss being paralyzed until death. Usually they have three or four Mind Points, Body Points as well 3 or 4... so if it is a hero ability, it would be good to have a mechanic that fails regularly if it is applied to your End Boss Stats.

If it is a thing you want to use against the Heroes then it is always nice to deactivate the most active hero and force the background heroes into action. I am talking about the Wizard. So again it would be nice if the paralysis ability could be prevented by sufficient Mind Points.

That's a principal I followed on my set. I don't even allow Heroes to re-roll them most of the time.
And the white shields apply the same way for the bad guys!
