That is the crux. It's a homemade problem, basically, if there is a problem. Now, to each their own, but I've always refrained from thinking of artefacts too much.
The one-use or special-use ones are much preferred over weapons whose foremost niche (AD or DD) can be covered by other things.

One thing about how Hero Quest handles artifacts--they come plentifully. So much so that an in-game eraser has already been established in the Quest Notes of a published adventure. In Quest 2 of RotWL, The Cold Halls, prying open the tomb of a great warrior destroys Orc's Bane and Borin's Armor with a sparkling mist. The Notes section of any self-created Quest could do the same if permanent upgrades become undesirable.

I found a couple of ways artifacts were handled when I was going through the archived quests. One quest pack gave the Heroes 4 new artifacts. However, those artifacts were only for defeating the end boss of the quest. Once he was defeated and the quest was over, the artifacts disappeared. This would be good where you want to reward your Heroes for finding items, but don't want them to be too overpowered. Another one I saw required the Heroes to sacrifice an artifact to be able to advance the quest. It was up to the Heroes to decide which one to give up, but they could not proceed past a door without doing so.

I love that one and have used it in the past myself.

One way I have dealt with artifacts is thus:
The Emperor and Mentor have great need of these artifacts you have in your possession in the hands of another team of adventurers on a different quest. As they will do you little good on your current quest and we are your employers we think it would be wise for you to support the cause.

In my UK book there is no mention of that at all so it must be a US thing.

In which rule book does Rust occur, I have not come across it yet at all?

It's in the US rulebook, Quest 2 the Cold Halls.

Also my thoughts on Rust. In my rules the spell is renamed Decay, as it can affect any item the heroes have. This includes magical items. I use my discretion as EWP as to whether a magical or non-magical item it selected. If I want to destroy a magical item, then a combat die is rolled. On a skull, the item's magic is drained from it. Gives options for removing items which I feel have overstayed their welcome or to give the player something to aim for again. Toying with letting them restore the magic in some (costly) way, but I will probably expect them to go find a new toy to play with as I have tonnes of items on my treasure tables.

I give the Decay spell to the odd minor creature here or there: a goblin shaman here, a fimir sorcerer there, a chaos sorcerer acting as lieutenant to a boss, etc.

I also have decay zombies which the heroes need to kill at range. On a successful hit, the hero is affected by the Decay spell.

As you may already know, Rust first appeared as the High Mage Spell Card in the Wizards of Morcar expansion. That version affects any one piece of equipment. The North American version is a Chaos Spell Card found in the Main Game System that only affects one metal sword or helmet.

In Quest 4 of the NA Kellar's Keep, The Dwarven Forge, a Fimir in room B may cast the Rust up to three times. In Quest 6 of the same NA expansion, Gragor the Chaos Warlock may cast Rust, amongst other spells.
