An option could be to start out with the NA versions of things, but put differences/conflicts in footnotes.

I agree with this, but I also really like the use of footnotes, to some extent. It might just be the case that either the EU or NA rule book should be made and then adapted to suit the others afterwards, sort of like a translation.

But the question nobody is asking is... What the heck am I doing taking on so many projects at once?
Sure it's pretty scary when the witch lord returns but what you should really be afraid of is "Resurrection of the Witch Lord". Resurrected baddies always come back more threatening than ever, usually kind of demonic with wings and horns and hell fire to announce their arrival. Think Gannondorf or Mother Brain from Super Metroid.

Phoenix has combined the rules of the American instruction booklet and each expansion into one Master Instruction Booklet.

I got my files confused a bit, so I neglected to mention Pheonix has made a Master Instruction Book that combines the base game with the official expansions. [Like drathe posted above, missed it-edit] He used the North American Instruction Booklet format. His site can be reached via the Inne's Homepage and then the links button. He kept his house rules on seperate files, so his MIB is a great one-stop resource for all of HQ's official rules.
