Well, a quick Google search says I can't with GIMP. It reads PSD text layers as rendered bitmap and discards the text information. Paint.net, you say? I'll have a look. Thanks!

Yeah, I've used it for many years, and few complaints (most times I can find a plugin to do what I want if the feature isn't available). You may have to re-create the text, but see what you can find. Good luck!
