I have to disagree. It's "Spirits Valley" because I think the idea is that the valley could be full of spirits. Of course, another appropriate wording would have been "Valley of Spirits" but there were already too many Quests called "X of Y" so I just went with the more direct "YX" to break up the monotony a bit.
Spirit Valley does denote that it's a valley full of spirits. The determiner doesn't have to be plural.
Spirits Valley sounds and reads awkward if not flat out wrong. I'm definitely with Sjeng there.
Spirits' Valley would mean that there's a set number of never changing or otherwise specific spirits (say, 4 spirits of 4 dead heroes or something). Wrong choice.
Spirit's Valley would be analogous to that, but with only one spirit, so wrong choice there, too.
Valley of Spirits would be a good choice, but I agree with you on the formulaic nature of the -of-Genitive.
