I guess this is a divider; some might say it is perfect, some might think it is too complicated. I myself like to keep the game as simple as possible :) That doesn't mean this is a bad idea! I am sure someone likes this sort of a play! :)

Actually, its a system for my own play-style.

Do to the tendency of HQ figures to loose their weapons, I altered my miniatures to have interchangeable weapons. Basically, I hollow out their knuckles, and I add toothpicks to the hilts of weapons so they can be used by anyone. With a mix of weapons, and the potential to use shields with a number of them, the players can face a wider range of the basic humanoid monsters.

The funny thing is, as an EWP, I could make things easier on the players by having most of the weapon-using monsters be on their "down-time" (going to bed, playing games around the table, etc.), so they are not armed and armored with their primary equipment, as they would be while on duty (patrolling, guarding a room, etc.). If the players foolishly trigger an Alarm Trap, the (yet encountered) monsters would suit-up and have weapons on the ready. On the other hand, if I'm feeling especially nasty, I could arm a room of troops with the right arrangement of weapons to make for a deadly battle for the Heroes.

If an EWP do like the idea of monsters being armed with variable weapons and armor, but hate the idea of Heroes looting such weapons, then he or she could rule that the equipment are too nasty (Green skins are not known for their hygiene and turning them them into a bloody, broken corpse doesn't helps matters ether) and banged-up (if not outright broken in the fight) to by used by the players, much less be sold-off.

I decided to play around with your monster table and came up with this presentation stategy:

.
Orc Skirmisher

..Equipment: chainmail, shield (3
....DD), shortsword and

... :skull: :blackshield: broadsword
....or :whiteshield: longsword
..Packleaders have 3 Mind Points

.
Orc Archer

....and
:skull: shortbow (2 AD)
....or :whiteshield: crossbow (3 AD)
....or :blackshield: longbow (4 AD)
..Packleaders have 3 Mind Points

.
Orc Brute

..Equipment: chainmail, shortsword
....and
:skull: Halberd (3 AD diagonal)
....or :blackshield: battle axe (4 AD)
....or :whiteshield: greatsword (4 AD diagonal)
..Packleaders have 3 Mind Points

I'm not sure if including the unprepared Orc for the basic stats block is the right thing to do or not. Maybe cases of under-equipped Orcs should instead be relegated to Quest notes. In that case, the default stats would include a shield for Defend Dice and the skull weapon for Attack Dice.

By the way, I was wondering if the Fire Beast only gets one use each of Fire of Wrath and Ball of Flame. If instead multiple uses are intended, I'd say the NA rules would make Fire of Wrath a poor choice because it does less damage. The EU Fire of Wrath is a different story, as it can be cast anywhere on the board. I'd say clarify the description to make plain the intent.
