[Potion/Spell] Splice Movement

I don't know what to call it as a potion, but the effect is simple...

If an action has not been performed first, a Hero may split his next Movement allowing that Hero to move part-way, perform an action, and complete any remaining Movement spaces.

In space crusade a similar "order" is called "by sections"

Just a little trivia. I'm sure there are some space crusade fans here.
