Oh! They are from Heroscape!
Its a game co-created by Stephen Baker who also created HeroQuest, even using the same type of skulls & shields dice for combat. It is notable for it use if interlocking and stackable hexagon terrain pieces perfect for wargaming.
If you have them by themselves, then most likely someone kept the hexes for their wargames (Battletech or whenever) and gave way the miniatures.
