Realistically your focus should be on your starter pack/Core game before you start thinking of expansions/pay to play quests. Creating the best game system in order to hook players should be your primary concern. Get people hooked on the original before you do anything else. With regards to pricing, you can do a cost/benefit analysis to take into account the time and materials spent developing, refining and producing said expansions and your core product but given the monopoly that game workshop and others have of the market as well as the nature of your target audience you'd be best served by following the previous posters suggestion and treat your project as a hobby as opposed to a business venture. The tip jar approach definitely has merit.
