I found that you basically just need an incomplete base set to recreate the "Imperial Lords" expansion.
Further I found that it doesnt really matter if you don't have the original unit name and flag stickers, because they are completely made up and nowhere to be found in Warhammer lore anyways. So after reading a bit in this forum I decided to share my thoughts on a customized Empire Expansion Pack: Nuln, my always favourite faction of the Empire in Warhammer Fantasy, nowadays also featured in The Old World, a successor of Warhammer Fantasy by Games Workshop:

** Eh, I wanted to find out names of local forests to create a band of hunters, but then when I saw "Nuln Road" on the map, "Wardens" came to my mind, leaving the crossbows more of a company of hunters ... just because bows and crossbows are not regarded as to be "proper" ranged weapons in Nuln
*** Handgunners, since Nuln - maybe instead of crossbows, but moving together with them. As for the models, 6.Edition Empire Handgunners can be used, just pick 5x the same model. Rule-wise either no difference to Crossbows or: Strength 3, Range 2, defender gets no defence dice
Flags for your stands should also be no problem, here are 6 flags which can be print for the units and below a version of the flag for the Knights Griffon which is maybe not ideal for this case, If anyone found a better version, please share.
