The laurels are a symbol that means peace through victory; renown from glory--success. Now, I don't think that really applies at all, because we're celebrating the 25th anniversary of a game that stopped being officially produced two decades ago. I think that's pretty far from victory.
The skull that represents mortality, however, is rather apt.

Acacia leaves symbolize eternal and affectionate remembrance.
Also, 25 years is considered to be a silver anniversary, not gold.
The whole purpose of symbolism is to convey meanings without labels. Putting the 25 on it would be wrong. We may as well just be writing "Heroquest 25th Annivesary."
