Well, we kinda have a skaven expansion already in the form of the White Dwarf quests.
Making skaven we would either be undermining that material with our new versions or we wouldn't really bring much new to the table.
Or we would include the WD skaven annd still make something new, but now we are starting to get a bit messy...
I think I'd prefer to see something else as well.

I still think something completely new with matching minis would be very cool.
What if you don't have those minis then? Well, then you use proxies. People downloading and playing HQ25th anniversary quest pack can be assumed to be somewhat into minis.
I don't think "free for all" would work quite as well, as there could turn way too many different monsters up.
While new monsters that match the existing models could work, I think we might as well just open the door completely for quest note monsters instead.

My vote goes for a new set of monsters with minis OR plain game system with quest notes.
Either we go full in - or we play it 100% safe

Will the average person be playing this? The specific audience you have in mind probably won't have any problems figuring out the numerals, especially given the inescapable context they're to be placed within.

Maybe the HeroQuest font isn't ideal for this as the "V" looks a little strange. But you get the idea. This is just a quickie.
