How would one go about making a snowy base, for the ice gremlins and frozen horror etc? Any tips?

The best way to do these bases kinda depends on your other minis. You want a look that doesn't stand out too much when compared.
Here is how I would do it:

1) Buy a can of "snow". Like you can buy grass, gravel and other base textures
2) Paint mini
3) Paint base white
4) Apply watered down glue with brush
5) Cover base with "snow"
6) Leave to dry
7) Brush off excessive snow
8) ???
9) Profit

If you don't want it to be flat you could use green stuff to add some bumps.
(Yes... All my tips include green stuff!)

okay thanks. I was wondering what glue to use, and I saw a video on Youtube using baking soda as snow, which looked neat. I just don't know what baking soda is in Dutch :P
and what does PVA glue mean?

I'm basically looking for a cheap solution, so I need to know what PVA glue and baking soda is in Holland ;)

PVA glue is normal white liquid glue. That stuff kids use in school :-)

Baking soda is a white powder used among other things to make bread rise. Be careful not to confuse it with baking powder.
It is also called sodium bicarbonate, bicarbonate of soda or NaHCO3

I have no experience with baking soda though...

Hello I would do that by applying fine sand to the base with PVA glue. Then prime it white and finally applying a wash of light blue watered down a lot.

Or an orangey yellow wash on a goblin's base.

This gives you this effect;

(Please excuse these crap Xmas minis, they were a commission for a sub par sculptor)

Whereas this was done with the "snow" basing material that Games Workshop put out with their basing kits.

You could buy some Gorilla Glue, brush it onto the affected areas (bye-bye, brush) and then spritz a bit of water onto it. After about twenty minutes, it will foam up to about 4-6 times its brushed-on thickness. Paint that white.
