Yes you are. I had a lava skeleton and a santa Claus skeleton and I am happy with them.
They must fit with Heroquest, though.

Figures must be painted. Got it. No conversions? What exactly counts as a conversion? Like a non-original Heroquest fig? Adding some kind of detail to the base of an OG fig? If I put a Santa hat on an orc or use snow effect, is that not allowed?

Am I over thinking this?

Conversions are fine, and pretty common. Take a look at the threads from previous years if you like. Last year for example viewtopic.php?f=191&t=4321
