While DM's thinking over that question, Swifty shoots the orc dead ahead of him.

I imagine the bolt grazes the orc's foot, and he hops in fury right into the fimir's axe, killing himself.

If DM says TMU can't make the shot Risky asked about, I'll step back and let him take my place.

If he moves 1N he can't shoot either monster but as the Elf didn't move I don't think he can do anything.
