The type of shields you'd expect to find in HeroQuest world (medieval style) weren't typically made of metal (rather wood and leather) though they had metal parts (even the Greek hoplite shield had only a metal covering, in my quick internet research on it). The thing is that the "Rust" Chaos/Dread Spell doesn't specifically target metal (it can't harm chainmail, battle axes, etc. despite being metal) just a helmet or sword (and not an artifact) though it does use the word metal. The thing is in the original game there is no such thing as a sword or helmet that is NOT made of metal (mentions of a helmet made of "bear hide" turned out to be inaccurate... it bore the image of a bear, not that it wasn't still made of metal).
The illustrations for the 1990 Armory show what appears to be a wooden shield with metal bracing on it, you'd think that would be damaged by a magical metal-eating rust, but whatever.
The other version of Rust (exclusive to the evil High Mage character in Wizards of Morcar) isn't limited to metal at all, it can destroy ANY piece of equipment (meaning even an all wood item like the Staff could be destroyed by it!).
Most of the equipment found in the armory has some metal component to it so a Rust spell that specifically destroyed metal would certainly ruin a lot of them beyond helmets/shields. BUT it's magic, so who knows how it works, it just does. A person can homebrew it how they think makes the most sense and/or retains the level of difficulty they prefer.
All the talk of metal armor vs. non-metal came about with the remake (to me the mention of metal on the 1990 "Rust" card seems to be more for flavor than anything else, noting the limitation that it can't damage anything else made of metal). Thus the lack of the word "metal" on the Helmet card (prior to the 2021 release) wasn't relevant. It's an interesting path they took to try to introduce some more variety or complexity but it seems to have confused a lot of people (including the designers at times).
