Can't take credit for that analysis since it's not mine. It comes from multiple others who have done a lot more research into the nature of the various shortages. Those weren't full deep dives on all of the factors, but they found several of the major factors and why it's not just chips but cars and microwaves and everything else. The just in time supply chain management thing was particularly of interest to me because I'd learned in university business classes how this was just the Right Way to do things. Apparently not, at least not unless you plan for disaster affecting how supply chains operate.

It's true that the middle of a pandemic and global shortage is a
poor time to issue new regs … but likely those regs were in the works a decade ago. It's hard to criticize California now (aside from following through with the politician's syllogism[1] as usual…) Still, even if they held back the new regs or even temporarliy lifted them all, I don't know it'd help things all that much.
I'm sure it'd help some, but there's enough other factors that it certainly wouldn't solve the problem. Plus … I grew up in Southern California and have the asthma to prove it. Can't say I'd love to see LA return to the days when the city skyline was a blanket of brown smoggy haze. I'm not convinced everything the state has done to change that has genuinely reduced pollution in the air … but reducing emissions was one of the things that demonstrably has cleared the air a bit.
