They try. Instead of outsourcing, they ramped up people. Just to see that you have the same kind of difficulties with new persons like you have with outsourcing. Plus additional difficulties after project end when you try to ramp down again.

The choice of materials was wrong from the beginning for a project of this size. If he keeps the whole team for the entire project delay, you can be sure he will not end with a lot of money when this is over.

I can't create a series of tablets, call them i-pads, copy most of Apple's design choices and sell them.
I can't create a toyline of sci-fi/fantasy action figures, call them "He-Man and the Masters of the Universe" and sell them.
And I can't create a dungeon crawler board game, call it HeroQuest, copy most of MB's expressions and sell it.

Why are people okay with this?

I wan't nothing more than new HeroQuest stuff! I dream of the day the wizard quest pack will actually be restored and released.
but when I look at GameZone's HQ, this is all I see:

You people having backed this will be very disappointed cause this game will not see the light of day. Things already produced will be for sale in GameZone's regular store and that is it. If anything.
There won't be a HQ25 game from Gamezone. You will receive nothing but excuses in Spanish. You guys are victims of deception and ignorance. Even the two Gamezone guys might be just victims for the reasons Anderas has stated. Who knows? Who knows what legalities are being 'negotiated' in the background? Who knows why everything is taking so freakin' long? Sure there's every reason to hope and doubt the doubters, right?
