HeroScribe.jar is the file that loads the program once everything is extracted, double-click on that one.

On that page, are two HeroScribe download files. One an .exe installer for windows users, the other a .zip file to extract from for use on most operating systems.
Each of those files will contain a HeroScribe.jar and all the other files needed to run HeroScribe.
