Mage of the Mirror Treasure that should be artifacts?

I was looking through the scans of Mage of the Mirror, and I noticed that in the treasure cards there is the Elven Cloak of Passage that definitely seems more suited as an artifact than as treasure, and 2 potions that also could be artifacts.
What are your guys' thoughts on these NotArtifacts being in the treasure deck?

I agree that having the cloak in the treasure card deck is a bit odd. I just justified it by the fact that all the quests take place within the Elven kingdom (or just outside the borders) so there might be lots of Elven cloaks lying around. These treasure cards will come out of my deck when this pack is completed.

I’m fine with potions being in the treasure deck, as it fits in with the original game.

The Elven Cloak is a one-shot item anyway. Use it and the magic is gone, so to say. I see no harm in it being in the treasure deck. If it were a one-per-quest use item, it'd have to be an artifact.

No problem for me as they are, but I do see these as an Elven treasure deck, and only add them if the quest has an Elf setting to it.

Under that logic an Anti-Poison Quill and Ring of Return should be in the Treasure deck too.

Buy isn't the Elven Cloak of Passage a 3-shot item? You get to use it 3 times before it loses its effect...

I mean, there are a number of artifacts where you get x uses and then it disappears or whatever: Ancient Staff, Fire Ring, etc.

But isn't that the point? The Elven Cloak of Passage is erroneously drawn from the Treasure deck, it's not a typical one find artifact. In fact, it's the only item in the Treasure deck that can be used more then once. It should be an artifact.
And why does it only work on the Elf? Can humans and dwarves not wear it? Or does the magic only respond to an Elven touch?

The Sky Orb is also used for limited times (four) and then it's gone.
I guess the only justification is because of the minor importance/power of the cloak. Also to add a magic item into the treasure deck can randomize the events a little bit. Or they probably didn't know in which quest it could be featured so they give them a random position into the treasure deck.
No problem for me anyway but I agree it is an artifact.

My artifact vs. not choice is usually pretty obnoxiously logical:

Is there only one? Then it's an artifact. Might there possibly be more than one made? Then it ought to be trasure. Maybe it's treasure that can't be found just anywhere, or maybe it's treasure introduced at a point when your heroes are facing greater odds and more likely to use it, but it's treasure.
