No.

Between Quests?

As a Hero, your starting Body and Mind
Points are automatically restored once
you have successfully completed the
Quest and returned safely to the
stairway. All spells are then returned to
the Wizard and the Elf.

Finally, you may now visit the Armory
and purchase new weapons and armor
with the gold coins you have accumu-
lated. . . .

RotWL Quest 5 wrote:All off the Heroes have now been captured by the Witch Lord!
There is no successful way to exit from this adventure. (A
Ring of Return will not work here. Turn to the next Quest.

The normal rules for visiting the Armory aren't met, which requires successfully finishing and exiting a Quest. The stairway (or other exit) is not reached as the Heroes are captured. This renders Quest 5 unsuccessful, so no Armory.

RotWL Quest 6 wrote:A . . . Tell the Wizard and the Dwarf that any weapons, artifacts, spells, or potions that they owned are on the floor outside the door, but their gold and gems are gone. They must cross off any gold or gems that are on their Character Sheets. Both Heroes start with full Body Points. . . .

B . . . The Barbarian and the Elf are chained up and all of their weapons, artifacts, potions, gold and gems have been taken. Both Heroes start with full Body Points and the Elf has his
spells.
. . .

The Heroes' gold and gems have been taken between Quests--this is part of the captured state. This no-gold-coins exception overrides the general ability to purchase potions (or other equipment) between Quests. Another key part of the captured state is the full recovery of Hero Body Points and spells. These are necessarily stated in Quest 6 since the unsuccessful finish condition of the last Quest cancels the normal rules for recovery of Body Points and spells between Quests.

I always hated the part where the Wizard and Dwarf loose their money while the Barbarian and Elf get to keep theirs. I just ignore that part and allow for everyone to keep all their treasure.

I'm ok with it missing, but I think it should be found later on, probably under the Witch Lord's throne. But in general, I feel there should be a reward for this quest pack. Probably the same as Keller's Keep, 2000 gold.

I know the quest pack allows heros to go to the armory during this quest pack, but I feel that should be done away with.

I also feel that Halls of the Dead should be the named Court of the Witch Lord, as this is where the Witch Lord sits upon his throne casting judgement over the Barbarian and Elf.
