I feel the daggers aren't needed as they already have 1 die to attack, unless they are just going to throw them.

Adding more monsters to the Inn may make it too difficult for Heroes without equipment.

Daggers are pretty much always thrown. It can particularly help unarmed Heroes if they can attempt to kill a monster at range, then retreat to a safe distance. Used wisely, this should save 1, maybe 2 Body Points.

According to Anderas' calculations, the Quest is challenging if the Heroes get to the Blacksmith last. That's about a 1 in 9 chance judging by the map. Based on proximity, it's more likely that the Heroes will discover the armory first, making the Quest too easy. This also isn't desirable. Adding a few Goblins to the common room of the inn certainly makes a cake walk a bit more interesting, but probably won't cause a TPK.

Meanwhile, the Heroes have two key advantages to bolster them. From the start, the Elf and Wizard can cast spells. This advantage is a big equalizer while unarmed, and will rightly allow the Wizard to shine. Later, the Blacksmith can fight with the Heroes if they choose. That's 20% more offense and up to 2 extra Body Points. There's also the two knives. Let the Heroes start on their heels--they'll feel more heroic when they win their weapons and turn it up a notch.

I worked up the Parchment Text and Notes to check the NA line formatting. Some text was changed. This needs to be worked into Quest Book form to see if it actually fits correctly, though in this case there is space to spare.

NOTES:

The Heroes start with no weapons. Tell the Heroes village
law requires them to be kept at the village armory. Unarmed
Heroes roll just one Combat Die to attack and two to defend.

A: Tell the Heroes they begin in one bedroom each. A search of
the kitchen reveals two knives that can serve as daggers.

B: This is the armory. Tell the Heroes the Orcs are attacking a
blacksmith. Use the Chaos Sorcerer figure. The first Hero to
enter controls him after his turn. His stats are as follows:

    A search for treasure reveals the Heroes' weapons. The
    Blacksmith promises one item of equipment at half price
    after the Quest if no Treasure Cards are kept (and he lives.)

    C: Villagers stand on their corresponding icon space. Use a
    Villager tile to represent each. A monster will kill a Villager
    if it can get adjacent on its turn. Should the Villager survive,
    the first Hero to search for treasure is given 25 Gold Coins.

    D: This Fimir can cast two Swamp spells: Noxious Spores
    and Rot.

    E: Treat this villager like note C. The chest has been looted.

    F: The cupboard contains a Potion of Healing. When used, this
    potion will restore up to 4 lost Body Points.

It doesn't match the icon on the map, but it might do. Ideally, someone should create a new icon (more work), or the pews should be dropped from the map.

That brings up a question: Which Heroscribe download is the pew icon from? Maybe the original pew tile can be used. Also, do you know which downloads the Villager icons are from?
