how can somone roll more than 2 black shields with 2 dice on a single attack?

The warlock has an ability to add an additional combat die with demonform, and some folks swap out dice for dice with two black shields on them. This covers “well I rolled three black shields, so I’m good.”

So normally, you can’t roll more than two. Unless you’re rolling three combat dice. Or have special dice. Think of it as the “rolling double 1’s” concept. It typically only happens very infrequently.

If my choices are for a new spell type that doesn't get discarded and a magic wand that the wizard can't use...

I agree with that. I just think there is probably another way that is better than both of those options. If truth be told if it were up to me I would scrap the character completely, and chose something more in keeping with Heroquest. Demonic Tinkerbell just doesn’t work as a Hero for me.

So I've been thinking, mostly about Tales of Berseria and how this character's "demon arm" looks like alot like the main character's demon arm...

Several things can impact a character's attack dice, not just their own spells:

Wizard or Elf (whoever has Fire Spells) can use Courage on you (2 extra attack as long as you can see monsters)

Potion of Strength (2 extra attack dice on next attack only)

Since we're going with the NA rules as the base, I'm going to assume this character having "wizard restrictions" means she can't use the Spirit Blade (which would otherwise allow a 3 attack, 4 against undead).

The "weapon breaks/runs out of ammo at double black shields" is a house rule many people on the forum have come up with (I don't use it myself). The German color dice (with double shields/skull face options) sadly aren't confirmed for this remake.

If I were using a Warlock character, again, I think Ethica made a good set of spells, "Necromancy" (if you want to go for the whole "dark side" vibe).

The same page has the "Forest Spells" I would pick for the Druid. In fact, with a slight modification, the "Illusory Spells" might work for the "Bard."

It's a decent set of spells for the Warlock's use only, but I really don't see this young girl accompanying the heroes on their quest.
I'm fine with a Warlock and someone controlling a demon, but not a petite child in an evening gown.
Plus, ya know, the demon within is supposed to evil, so I'm really not sure why all the heroes would trust her?
