I think he's just mentioned, along with Kessandria, who did have a quest written for her.

He's in The Forgotten Legion, that's why you forgot.

I'm stuck in a link loop...

I thought of writing a backstory for the Witch Lord where he was a subordinate to Skulmar* and coverts Kessandria* who is the wife of Skulmar (*pre-undead times, you know, holding hands skipping over the fields...) and the Witch Lord submits to Morcar to gain power to get what he wants but it breaks things and they end up who they are

Isn’t it already established that Cassandria is the witch lord’s wife?

I’ve had a plot in mind about this for ages. They were part of a larger group, lead by the witch king. That way I don’t have to bring back the same dude yet again, I can introduce a kick arse witch king and there can be multiple witch lord lieutenants with a new witch queen. Plus the witch guard. viewtopic.php?f=36&t=2524&start=20

I think so. I thought to explain how that came about along with the rise of Morcar and the Witch Lord as well as why Skulmar serves the Witch Lord.

The way I see it, the awakened Witch-Lord is a lich (and has been for centuries), Kessandria is his lich paramour* (more recently... uhm, liched and way less powerful; more of aan apprentice comcubine sorceress mistress than anything really threatening).
Skulmar is the Witch-Lord's general. Not a sorcerer of any kind, just an undead general to lead the undead portion of the Witch-Lord's army.
What I haven't established for myself is the relationship between Morcar and the Witch-Lord.

I'm leaning towards Morcar, the recent threat, tricking and intriguing his way to bring the Witch-Lord, the threat of some decades or centuries past, back to life,
but why?
I think he wants something from him? Immortality?

This makes the Mentor/Morcar schizo-thingie theory of mine even more interesting.
Skulmar will definitely at some point be Morcar's vassal at some point in my rewriting of the quests and thus become a bigger threat (repeatedly). Will have to look into drathe's and Phoenix's quest packs for further inspiration.

I think I'll make Kessandria a Dark Elf, for lack of a better-fitting fantasy trope, more threatening and recently freed from the killed-again WL. She's getting her own quest pack, methinks, as Skulmar will.

It would actually make sense if they were all dark elves. The dark elf king is called the witch king. :)

Then again, the Night Elves vanished from the WH lore between second and third editions. It could be they who became the undead faction. Perhaps a nice parallel there!
