The card looks great. Just checking--is it clear enough to everybody that the spell draw and cast are both actions? It is a bit loose, but it works for me. If it's a problem, we could detail it more on a monster page.

"either draw... or cast" is objectively clear and not interpretable in any other way than intended
as long as nobody goes and thinks drawing encompasses using the card.

It is true it states that the cultist can either or, but does not state the cost.

It might be good to state the cost in the form of "As an action..." so it is clear afterwards that it has a cost.

Yeah, it is probably best to state the action part. We're likely to need a monster page, so the elaboration can go there unless all abilities end up fitting on their cards.
