Obviously I'm coming in to this five years late, so my opinion doesn't have a lot of weight, but the precedent of a few new monsters and a big baddie has already been set with the existing official quest packs, so I think we should honor that. . . .
Looking back, Goblin-King warned the most loudly that we were in danger of biting off more than we could chew. We'll, satisfying our fannish nature overtook that sentiment and the bar was set at 25 Quests. That's three group Quest Packs of material, so 6 New monsters and even several new spell sets makes sense when framed this way. And we still need too work up some new artifacts!
On the subject of cost, one thing I'd add to the wish list is paper mini files for the monsters. That way those on a budget without the needed figures could still play the Quest pack.
I would also like to have the Spell Card sets and Artifact Cards easily viewable from a smart phone to keep printing costs down. Hell, even the Quest Book could be referenced from a smart phone.
I'm hoping in the end it will be available as a purchasable pack like the Italian forum did. Maybe Zealot will release the new monsters for the pack? hint hint...That Kobold from the image would be awesome.
