Just looking at all that complicated dragon talk makes my head spin. Didn't even start to try and read it. I do NOT want a HQ25 pack with walls of text and rules. TL;DR!!

What about an undead lich? 1. Fits for a high-level uber-evil-boss, 2. it isn't a dragon, and 3. also could require quests to get stuff needed to destroy it (phylactery!).

The Witch-Lord is one. Kessandria probably is. Skulmar might be (though I prefer to consider him a Champion of Chaos and not even a Sorcerer, but Warrior).
I know I probably sound counter-productive here, with all my Nays, but please please not another Lich/Witch/Bitch.

The overboss in my eyes would be daemon, pretty basic, whose potential is more dangerous than his actual stats. Let finding him be the campaign, and not so much fighting him and his stats.
A theme has to be agreed upon in order to only then choose a boss.

Third that. I really liked the Chaos theme vs a dragon/Morcar idea.

Someone said a while ago Having an avatar of some great evil. What if their were 4 avatars of the 4 chaos gods with some kind of elder god/cathulhu style monster for the end boss? Freshly summoned it could be weak enough for the heros to fight and win against, but cod s be stat'd up high enough to make it interesting? :2cents:

Personally, I think of skulmar as a sort of priest type character myself.

As for chaos theme big boss - how about a demon of some type, maybe something like my major demon:
Major Demon
Move:8 AD:6 DD:8 Body:5 Mind:6
Special: Creature cannot be harmed except by magical weapon or magic spells; Creature will have 9 spells
(Evil Wizard Spells only)

Maybe bring the body points up just a bit, to make it a little harder to kill?
Give it a name and a personality to make it less generic.

That is exactly the power level I've had in mind for the overboss monster.
Torilen, you nailed it. A freshly summonded, still weak, vaguely avataric daemon thingie made to become a virtually invincible immanent vessel for the soul and knowledge of Morcar.
Something along those lines.

The stats, special rules, and number of spells, anyhow, are perfect for that level.
