So what is an Ice Gremlin anyway?

Judging by their green skin and speed, I would say Ice Gremlins spawned from goblins on an Evolutionary Tree of Woa. The facial hair probably came out to keep them warm in the climate, as they also developed a natural form of Frost Skin, granting them higher defense, as well as stronger physical endurance to survive in the Tundra.

Take a Yeti, or Sasquatch for example, in comparison to their cousins in the Florida Everglades, the Skunk Ape; the Sasquatch is bigger and more robust to survive the mountainous terrains of British Columbia... the Yeti's of Hero Quest looks similar to the ones sighted in the Himalayan mountains, except they have horns, but the fact that their hair evolved to match the whiteness of the snowy turff. Although Hero Quest Yetis do more so resemble Wampas from Star Wars, they're both based off of the same thing.

Just the same, as evolution works one way in our world, it doesn't seem like it wouldn't work the same way in the Hero Quest world. So it seems probable that they would've evolved from goblins, just as some point I'm sure orcs must have. But even though Fimirs are technically greenskins, I honestly feel they have no relation to either...

Very nice adaptations! The first thing that came to mind for me was a D&D mini for a rare goblin known as a blue. In that game he is endowed with sorcerous power, but they are all depicted with a beard for some reason... He does have blue skin, but I figure if you didn't want to go through all the trouble of sculpting your own model, this would be pretty close and even closer with a new paint job!
