I am not sure there is an official rule for this, but I remember I could have read it somewhere. Maybe it is just in the US version?

I did this in my forthcoming questpack:
the heroes are supposed to reach the final stage and imediately suffer the effect of a trap that will weaken them considerably, so I decided to help them by removing the Wandering Monster cards from the deck for the whole quest, so they have the chance to find more potions

I have an expanded Treasure deck of 42 cards, though it's not really the same thing as doubling the original deck... I've mingled it with cards from other expansions as well as certain cards that were included in the European circuit, but left out of the North American version.
Originally the heroes were put off by the ratio of good to bad cards 14 good/10 bad, my current deck has 24 good, 16 bad, 1 Neither (Nothing), and 1 both good and bad (dice roll of gold, lose next turn).
This does lessen the number of drawn Wandering Monster cards, but it also makes the Potion of Healing more rare and thus more appreciated.

I think this is the case. I don't play by that rule since that's a lot of shuffling. I just shuffle that deck once at the beginning of the Quest.

I don't shuffle the deck between quest, never played that way and the NA rules don't say you have to reshuffle between quests either.

As I recall the wandering monsters and hazard cards get returned to the deck (it doesn't say where or how, just to return them back to the deck), so I put them on the bottom of the pile. Treasure cards don't get returned to the deck.

After the hero searching declares that they are searching, the treasure deck needs to get shuffled and then the hero pulls a card at random, so from anywhere in the deck of cards. (I've been playing that wrong, I just always took the top card and handed it to the player that searched)

So the more the heroes search the odds of them finding treasure becomes less and less because the odd of them finding a monster or hazard becomes greater. This is a way for EW to get back at the heroes because the dice are in the players favor.

Now at the end of the questing night, I reshuffle all the cards back into the deck and start fresh the next time we play. So the odds go back to normal.

Although the rule book does state on Page 16, top of 2nd column (American version): Hazards! These "bad" Treasure Cards ARE returned to the treasure deck and may be re-drawn in the next treasure search. IMPORTANT! The Treasure Cards must be shuffled before a hero draws one from the deck.

Indeed that is a lot of shuffling and somewhat cruel, I do feel Morcar/zargon has the right to overrule this if he/she wishes. With an expanded treasure deck there should be more then enough cards to go around... unless, of course, the heroes are each given 1 search per room. As Zargon, I would amend this rule as well.

Naturally, I think 4 searches per room is overdoing it. As Zargon, if I am caught in a fit of madness and allow all 4 heroes to search one room, I will maintain enough sanity to reshuffle all the hazards and Wandering monsters back into the deck!
