In that case, no halberdier card is missing. They had to make 8 DIN A4 sheets of cards (imagine a pdf print layout nowadays) with 8 cards each.
To get at 64 instead of 65 (8 treasure, 9 hero spell, 24 wizard spells, 24 mercenary) they had to let go of 1 mercenary card which were the least necessary to have.
That's my theory, at least.
