So the crossbow range isn't blocked by the table but the monsters are....

You could always give the 3 rust spells to another Fimir in a later quest...

Though the rules don't address a monster attacking another monster, Firestom allows a monster to cast a Chaos spell that can kill monsters. Also, there's this:

I concur with those who treat a "sleeping" figure as if they're not an obstacle. When a monster is asleep, anybody can pass through his square (just not stand on it) without penalty. The room can be searched even though he's in the room because he can't do anything (except try to wake up on his turn!). Yes, it would be a bit comical to have, say an Ogre sleeping, but even so, I even lay the figure flat showing you can just hop over him.

Shooting over tables never really bothered me, but you could say they use it as cover and the shots miss if you really wanted to. Generally when I play it's like the furniture (other than movable chests) are treated like solid blocks of stone.

For low furniture blocking Line of Sight, I like to apply "A Good Rule of Thumb" vertically. That is, LoS can be found by drawing an invisible line between the midpoint of the two figures' heights, or use the shoulder height of the attacker/caster and half the height of the target if you prefer. In the case of an Orc or Fimir behind a table, I believe only the Dwarf's Crossbow shot would be blocked.
